Not so sure they cool that much with just your sweat, but it does keep the UV rays off and I can appreciate that. But dunk your arms in some iced water at an aid station--oh boy! Now you are cool. I wear a small because God adorned my medium frame with way skinny arms. First time wearing them they rolled down a lot. Ran past another runner during a race and his stayed up--I thought I needed more muscles. But once they got wet they stayed in place and now they are broken in they stay up just fine.
I would recommend this product.

I have only played around as it is still to cold to use them properly but the cooling action is instant and really helps to keep the core temperature down. I will be happy with them come July and August.
I would recommend this product.
